§ 54. POWERS AND DUTIES.
The Mayor shall be recognized as the official head of the City by the courts, for the purpose of serving civil processes, by the Governor for military purposes and for all ceremonial purposes. The Mayor, by and with the consent of Council, shall appoint and remove all members of boards or commissions except as otherwise provided in this Charter.
In addition to the foregoing, and except as otherwise provided in this Charter, his powers and duties shall be:
1.
To see that the laws and ordinances are enforced.
2.
To prepare and submit to the Council the annual budget.
3.
To keep the Council fully advised as to the financial condition and needs of the City.
4.
To appoint and remove all employees in both the classified and unclassified service, except elected officials.
5.
To exercise control over all departments and divisions created by the Charter or that may be hereafter created by the Council.
6.
To see that all terms and conditions imposed in favor of the City or its inhabitants in any franchise or contract to which the City is a party are faithfully kept and performed.
7.
He shall have the right to introduce ordinances and take part in the discussion of all matters coming before Council.
