l51.15 - Abstract of title required.

All plats submitted to Council, wherein new streets or alleys are laid out to be dedicated to public use, or wherein any parks or other spaces are laid out to be dedicated to public use, shall be accompanied by a certified abstract of title to date, which abstract shall show the proposed streets, alleys, parks, or other public grounds to be free of all encumbrances.
