No person shall place the carcass of any animal or fowl, or any part thereof, or any
decayed or putrid animal or vegetable matter, or any slops, waste water, or filth,
on any street, alley, or public or private ground, or into any cistern, well, stream,
canal, lake, reservoir, pond, or other body of water within the City, or into the
City's separate storm sewer system. Penalty, see § 94.99.
