§ 95.16. Loading and unloading operations.

Any owner or occupant of any establishment or institution at which litter is attendant to the packing and unpacking and loading and unloading of materials at exterior locations shall provide water-tight, covered containers constructed of durable material and having a capacity of at least fifty gallons thereof for the disposal and storage of such litter, and shall at all times maintain the dock area free of litter in such a manner that litter will be prevented from being carried or deposited by the elements on any public place or private property.
