No person, other than the Director of Public Service or his authorized agent, shall
give to any person any grade on any street or alley, nor shall any officer, agent,
or employee of the city, other than the Director or his authorized agent, make any
statement, estimate or computation of or concerning the grade line of any street or
alley to or for any person.
