Before giving the grade, as provided in § 98.53, it shall be the duty of the Director of Public Service or his authorized agent,
personally, to enter in a record a complete statement of the transaction, which statement
shall be a copy of that to be given to such applicant and which statement shall be
dated and indexed and be subscribed by the applicant on the face of the record. Unless
so subscribed, no grade, estimate, or computation shall be given. The record shall
be one of the public records of the City and shall be preserved in the office of the
Director.
