§ 111.440. Regulations for reduction of animal matter.
No person shall conduct the business of operating any process, apparatus, or other device for the purpose of reducing animal matter to tankage or fertilizer or of rendering greases from animal matter, except in compliance with the following provisions:
A.
A closed system of operation shall be used throughout the process of rendering or reduction.
B.
No less than two water-jet condensers or other adequate apparatus approved by the Department of Public Health shall be installed and connected in a proper manner with all digesting tanks and at no time shall any digesting tank be operated without using the condenser aforesaid in a proper manner.
C.
The discharge from the condensing apparatus required in subsection B of this section shall be connected with the City sanitary sewerage system. In the discharge line, before the same enters the City sanitary sewerage system, a device known as a hotwell or other suitable apparatus to be approved by the Director of Health shall be installed, into which hotwell or other apparatus gases which are insoluble in water shall be discharged, to be treated by connecting such hotwell with an apparatus for deodorizing such insoluble gases before allowing the same to escape in the open air. Such apparatus and process must be maintained and operated in a manner satisfactory to the Director.
D.
Water once used for condensing obnoxious gases shall not be permitted again to circulate or be otherwise used.
E.
Water pressure at all times during the operation of such condensers shall be maintained at not less than fifty pounds, and in the operation of the digesting tanks, a steam pressure in the relief line from digesting tanks to the condenser shall not exceed forty pounds at any time while the same are in use. In order to insure compliance with this provision, pressure gauges shall be installed by the operator of such business whenever and wherever required by the Department.
F.
A self-recording temperature thermometer shall be installed in the discharge line for each and every water-jet condenser. Such installation shall be between the condenser and the hotwell or approved substitute apparatus required by subsection C of this section. The thermometer shall be accurate and accurate records of temperatures recorded thereby shall be made on a daily chart which shall be correctly dated. All records of such self-recording temperature thermometer shall be available at all times for the inspection of the representatives of the Department and such records or exact copies thereof shall be furnished such inspectors for use of the Director.
G.
In the operation of the aforesaid process, a temperature shall not be permitted to arise in the discharge line from the condensing apparatus in excess of one hundred forty degrees Fahrenheit at any time.
H.
All water drawn from wet tankage shall be passed immediately into a sanitary sewer, after removing all grease therefrom, and no such water shall be evaporated or permitted to evaporate in open tanks. Penalty, see § 111.999.
