§ 111.474. Vehicles.

    No person shall transport swill, garbage, fat, bones, offal, or any decayed, putrid, or stinking animal or vegetable matter, or the decayed, putrid carcass of any fowl or animal, or any street or alley except in vehicles of packer-type construction, barrels, or other receptacles that are effectively covered and watertight, so that no odors or liquids escape therefrom.

    B.

    Each vehicle used in the collection and transporting of garbage collected at commercial and retail establishments shall be subject to annual inspections by the Director of Public Service or his agent.

    C.

    Any person who is the owner of a vehicle, whether or not the owner is the operator, shall provide a tarp or other effective covering for use in the transporting of refuse or litter so that the refuse or litter shall not escape the vehicle.

    1.

    Any person who is the operator of a vehicle employed for use in the transportation of refuse or litter, shall completely cover the refuse or litter so as to prevent any of the refuse or litter from falling from the vehicle and onto the streets of the city.

    2.

    The operator shall employ only such a vehicle as has a bed or body solidly constructed so as to prevent any refuse or litter from falling from that vehicle and onto the streets of the city. Penalty, see § 111.999.
