§ 52.14. Service charge.

    For properties covered by Section 52.15, there is an established fee for combined curbside collection and disposal of garbage and rubbish with recycling service of twenty dollars per month. The fee for combined curbside collection and disposal of garbage and rubbish without recycling service is twenty-two dollars and fifty cents per month. For properties covered by the Homestead Exemption, the fee for combined curbside collection and disposal of garbage and rubbish with recycling service is ten dollars and thirty cents per month, and the fee for combined curbside collection and disposal of garbage and rubbish without recycling service is twelve dollars and thirty cents per month. A penalty equal to ten percent of the total curbservice charge and any other charges shall be added to all bills not paid in full on or before the due date specified on the billing statement. Beginning on January 1, 2020, and on January 1 of every year thereafter, the fees for combined curbside collection and disposal of garbage and rubbish stated in this paragraph shall increase by a percentage equal to the annual increase in the American City and County Municipal Cost Index as published for June of the previous year, not to exceed fifty cents per year, rounded to the nearest cent; provided however that properties covered by the Homestead Exemption shall receive a fifty-percent discount on all rate increases under this section, and the rate increase for such properties shall be equal to one-half of the annual increase in the American City and County Municipal Cost Index as published for June of the previous year, not to exceed twenty-five cents per year, rounded to the nearest cent.

    B.

    The Director of Public Service is hereby authorized to promulgate rules and regulations for the collection of such service charges and is further authorized, with the consent of Council, to adjust such charges upward during any year. The Director of Public Service shall promulgate rules and regulations to establish a curb service program for eligible senior citizens at a reduced rate. The Director of Public Service is further authorized during any year, when there is on deposit on such date and appropriated by Council a sum of money to pay costs of such collection and disposal, to adjust such service charges downward to charges which will produce funds which, when added to the sum of money so on deposit and appropriated, will be sufficient to pay all costs of such collection and disposal. The service charge shall be applicable only to households which participate in the collection program.
