§ 153.504. Provisions and requirements to be imposed on properties acquired for redevelopment.
A.
Residential-Multifamily. The following regulations shall apply to any re-use parcel designated Residential-Multifamily on the zoning map:
1.
Land Use. The permitted land uses shall be multifamily residential development, including multifamily apartments, attached houses in collective or individual ownership and accessory off-street parking facilities.
2.
Density. A minimum of one thousand seven hundred fifty square feet of lot area per family shall be provided in garden apartments or attached houses in either collective or individual ownership. A minimum of one thousand square feet of lot area per family shall be provided for buildings three or more stories in height.
3.
Land Coverage. The maximum coverage of land by buildings shall not exceed thirty percent.
4.
Building Height. The maximum building height shall not exceed ten stories or one hundred ten feet, whichever is higher. Air conditioners, cooling towers, elevator penthouses, and other such appurtenances are included with the height limitation and must be enclosed within the building structure, except in such instances where the planning staff approves the screening and camouflaging of such appurtenances.
5.
Building Lines. Building lines are hereby established as follows:
a.
A minimum building line of twenty feet is established for structures.
b.
The average building line computed by taking into account all buildings in Block A and Block B shall be not less than thirty-five feet.
c.
The building line for parking spaces in Block A and Block B shall be not less than ten feet.
6.
Side Yards. For detached buildings between two lot lines other than a front line or rear line, two side yards totaling at least eighteen feet shall be required. The minimum dimension for any one side yard shall be eight feet.
7.
Rear Yards. A rear yard depth of not less than twenty-five feet shall be provided between residential structures and rear lot lines.
8.
Buffers. Residential structures shall be screened from adjoining nonresidential uses by a fence, wall, or landscaped buffer strip acceptable to the planning staff.
9.
Play Lots. Play lots, equipped for preschool children totaling not less than twelve square feet for each dwelling unit, shall be provided on any reuse parcel one acre or more in area used for multi-family apartments.
10.
Parking. A minimum of five off-street parking spaces shall be provided for every four dwelling units or fraction thereof. Each parking space shall be at least three hundred square feet in area, including proper access. Parking spaces shall be adequately drained and parking areas shall be surfaced with an all-weather type paving material. Parking areas for five or more cars shall be screened from adjoining properties or the street by dense landscaping, brick wall or other suitable material.
11.
Signs. Design review and approval by the planning staff is required for all signs.
B.
Retail Business. The following regulations shall apply to any re-use parcel designated Retail Business on the zoning map:
1.
Land Use. The permitted uses shall be retail sales, research and development facilities, personal and business services, offices, motels, restaurants, and other places serving food or drink; and the following university uses, educational classrooms, studios, and licensed dormitories, together with accessory parking and loading facilities.
2.
Land Coverage. Land coverage by structures shall not exceed fifty-five percent of the site area.
3.
Building Height. Building heights shall be as provided under Class H4 regulations in Section 153.335. Air conditioners, cooling towers, elevator penthouses, and other such appurtenances are included with the height limitation and must be enclosed within the building structure, except in such instances wherein the planning staff approves the screening and camouflaging of such appurtenances.
4.
Building Bulk. The ratio of building floor area, excluding basements, to building lot area, shall not exceed four to one.
5.
Building Lines. A forty foot minimum building line shall be required along Wolf Ledges (formerly Washington Street). A thirty-five foot minimum building line shall be required along Grant Street (formerly Pearl Street).
6.
Off-Street Parking.
a.
Minimum off-street parking requirements shall be:
1.
For offices or personal and business service establishments, one space for every four hundred square feet of gross floor area, excluding basements;
2.
For retail sales, seven spaces for every one thousand square feet, excluding basements, in excess of one thousand two hundred square feet;
3.
For restaurants or taverns, one space for every four seats; and
4.
For motels, one space per guest room.
5.
For university uses, educational classrooms, one space per employee plus one space for each ten students at capacity; studios, one space per 600 square feet of gross floor area; licensed dormitories, one space per dormitory room.
b.
Each parking space shall be at least 300 square feet in area, including proper access. Parking spaces shall be adequately drained and shall be surfaced with an all-weather type paving material. Entrance and exit drives to parking areas from the street shall be subject to planning staff approval. All parking areas shall be screened from the street and adjoining properties by dense landscaping, brick wall, or other suitable material.
7.
Off-Street Loading Parking.
a.
Off-street loading facilities shall be provided in accordance with the following schedule:
1.
Retail sales establishments with the following gross floor area excluding basements:
Gross Floor Area (Square feet) Berths 5001 to 20,000 1 20,001 to 40,000 2 40,001 to 100,000 3 Each additional 60,000 or major fraction thereof 1 additional 2.
Offices and uses other than retail sales establishments with the following gross floor area excluding basements:

The total number of berths required for buildings having more than one use shall be the sum of the berths required for each individual use.
b.
The minimum size of each required loading berth shall be sixty feet in depth by fourteen feet in width. The minimum height of each enclosed berth shall be fourteen feet. Off-street loading berths shall be so located that vehicles loading or unloading will be completely off the street and not intrude on the public sidewalk.
C.
Commercial. The following regulations shall apply to any re-use parcel designated Commercial on the zoning map:
1.
Land Use. The permitted land uses shall be retail sales, offices, personal and business services, restaurants, taverns, research laboratories, wholesaling, warehousing, or restricted light manufacturing.
2.
Land Coverage. Land coverage by structures shall not exceed fifty-five percent of the site area.
3.
Building Height. Building heights shall be as provided under the Class H4 regulations in Section 153.335. Air conditioners, cooling towers, elevator penthouses, and other such appurtenances are included with the height limitation and must be enclosed within the building structure, except in such instances where the planning staff approves the screening and camouflaging of such appurtenances.
4.
Building Bulk. The ratio of building float area, excluding basements, to lot area, shall not exceed two to one.
5.
Building Lines. The minimum building line along Wolf Ledges shall be forty feet; along Grant Street it shall be thirty-five feet.
6.
Yard Areas. Between buildings and adjoining property lines there shall be a minimum side yard and rear yard of twelve feet. Such yard areas shall be kept free of materials and other obstructions at all times.
7.
Open Storage. Exterior storage of supplies of equipment shall be screened by a wall or dense shrubbery so that such material is not visible from public rights-of-way.
8.
Parking.
a.
Off-street parking spaces shall be provided in accordance with the following schedule:
1.
Manufacturing, wholesaling: one space per one thousand square feet;
2.
Warehousing: one space per five thousand square feet;
3.
Personal and business services, offices: one space per four hundred square feet;
4.
Retail stores, restaurants, taverns: the same requirements as in the Retail Use Classification; and
5.
Laboratories: one space per six hundred square feet.
b.
In no case shall there be less than one off-street parking space for each three full-time employees on the maximum working shift, and adequate off-street parking shall be provided for early arrivals on changing shifts. Each off-street parking space shall be at least three hundred square feet in area, including proper access, and shall be adequately drained and surfaced with an all-weather type paving material. All parking areas shall be screened from the street and adjoining properties, by dense landscaping, brick wall, or other suitable material.
9.
Loading. Off-street loading facilities shall be provided in accordance with the following schedule:
a.
Buildings with the following gross floor area excluding basements:

The minimum size of each required loading berth shall be sixty feet in depth by fourteen feet in width.
c.
The minimum height of each enclosed berth shall be fourteen feet. Off-street loading berths shall be so located that vehicles loading or unloading will be completely off the street and not intrude on the public sidewalk.
10.
Driveway Access. Only one driveway entrance per re-use parcel shall be permitted off Wolf Ledges, provided, however that for re-use parcels with more than two hundred feet of frontage on Wolf Ledges, one driveway entrance shall be permitted for every two hundred feet of such frontage or major fraction thereof.
11.
Building Materials. All sides of buildings fronting on streets of sixty feet or more in right-of-way width shall be faced with brick or other suitable material, subject to the approval of the planning staff.
D.
Ordinary Industry. The following regulations shall apply to any re-use parcel designated Ordinary Industry on the zoning map:
1.
Land Use. The permitted land uses shall be personal or business services, research laboratories. wholesaling, warehousing, or light manufacturing.
2.
Land Coverage. Land coverage by structures shall not exceed seventy percent of the site area.
3.
Building Height. Building heights shall be as provided under the Class H4 regulations in Section 153.335. Air conditioners, cooling towers, elevator penthouses, and other such appurtenances are included with the height limitation and must be enclosed within the building structure, except in such instances where the planning staff approves the screening and camouflaging of such appurtenances.
4.
Building Bulk. The ratio of building floor area to building lot areas, excluding basements, shall not exceed two to one.
5.
Building Lines. The minimum building line along Wolf Ledges shall be forty feet, except that on Lot K-1 the minimum building line is reduced by a tapering building line which varies from forty feet at the south end of the lot to twenty feet at the north end of the lot.
6.
Yard Areas. Between building and adjoining property lines there shall be a minimum side yard and rear yard of twelve feet. Such yard areas shall be kept free of materials and other obstructions at all times.
7.
Open Storage. Exterior storage of supplies or equipment shall be screened by a wall or dense evergreen shrubbery so that such materials are not visible from public rights-of-way.
8.
Parking.
a.
Off -street parking spaces shall be provided in accordance with the following schedule:
1.
Manufacturing, wholesaling: one space per one thousand square feet;
2.
Warehousing: one space per five thousand square feet;
3.
Personal or business services: one space per four hundred square feet; and
4.
Laboratory: one space per six hundred square feet.
b.
