On the application of any owner of any lot or land bounding or abutting on any street
or alley, it shall be the duty of the Director of Public Service or his authorized
agent, personally, to give such applicant a written statement, signed by the Director
or his authorized agent, of the amount of cut or fill that may be occasioned by the
grading of the street or alley to the then established grade, at the intersection
of the lines of such lot and land with the centerline of the street or alley.
B.
Neither the Director or his authorized agent nor any officer, agent, or employee of
the City shall make any verbal statement to any owner of any lot or land or the agent
of the owner concerning any cut or fill or the grade line in front of any lot or land
abutting on any street or alley. Penalty, see § 98.99.
